"1PA" is a regimental number. The Regimental Colors were prescribed at the same time as the State Color. The numeral in each indicated the unit designation. These flag were probably carried in the War of 1812 and by the two Pennsylvania Volunteer Regiments with Scott in Mexico. They formed the basis for many Civil War colors of Pennsylvania regiments.
