All prospective employees of the Hanover Public School District will be required to submit state required clearances prior to employment. If you already have current (within the last 12 months) clearances, you may upload those along with your application. Instructions for obtaining each clearance will be listed below. The required clearances include the PA State Criminal History Check (Act 34), FBI Federal Criminal History (Act 114) and Pennsylvania Child Abuse History Clearance (Act 151). In addition to clearances, candidates will be required to complete Act 168 forms for their current employer and any former employers where the candidate worked in a school or in a position that had direct contact with children.

PA State Criminal History Check (Act 34)

Please click the above link and select “Submit a New Record Check.” Follow the website prompts and directions to complete the form for submission. Select “Employment” as the reason for the request. You will need to be able to provide credit card information for the $22.00 fee. Depending upon the results for the request, you may be able to print the certificate immediately. Please be sure  to click on the link “Certification Form” to continue on to the next screen to print the correct clearance with the large seal on the clearance form. Once you’ve received your certificate, please forward it to the Human Resources department at the administration office. To request the clearance by mail, please visit the website and select “SP4-164 Form” from the “Help” menu.

Federal Criminal Background Check (Act 114)

Please visit the above link to begin the registration process with IdentoGO for your fingerprinting for the Act 114 clearance. For employment with the school district, please enter the service code "1KG6XN" on the main screen to begin the registration process. Please select "Schedule or Manage Appointment" on the next screen. On the first page of the registration, please enter the required personal information, including your email address. Continue through the prompted screens in order to complete the registration. You will be required to create a security question and answer that will be used when viewing your unofficial report once it becomes available. When asked, our district does NOT provide an Authorization Code as a method of payment. When being fingerprinted at the fingerprinting site, you will be required to show an approved identity document. During the registration process, you must select which form of documentation you intend to use as your required identity document. Examples include, but are not limited to, driver's license, state issued ID card, passport or military ID.   You are required to select an "Enrollment Center" to have your fingerprinting completed. The closest location to Hanover is the LIU 12 located at 65 Billerbeck Street, New Oxford, PA 17350. However, if you are located outside of the Hanover area, there may be another site that is more convenient. Please select the location that is best for you. Please select an appointment time, if available. Otherwise, walk-ins are accepted. Check the LIU 12 website for details about their hours of operation. After submission, please print your pre-enrollment summary that includes your "UE ID," which you will be required to take to the enrollment center along with your select identity documentation. You will be required to pay the registration fee of $25.25 upon arriving at the enrollment center. Accepted methods of payment are listed on the website as well as your pre-enrollment summary. After completing your fingerprinting at the enrollment site, please notify the district that it has been completed and provide us with the "UE ID" registration number or a copy of your registration page..

PA Child Abuse History Clearance (Act 151)

If this is your first time receiving the Child Abuse Clearance, please select “Create Individual Account.” For new users, you will need to follow the prompts to create a KeystoneID (which serves as your username and password). After filling out the form, you will receive an email with your temporary password. If you have previously registered and received a PA Child Abuse History Clearance in the past, please select “Individual Login” and use your username and password. Return to the website and select “Individual Login” and then “Access My Clearances.” You will be brought to a webpage that says “Keystone Key” which will ask for your KeystoneID and password to enter. After entering the site, follow the directions to fill out the application. For School Employment, when prompted to select the “Application Purpose” please select “School Employees Governed by Public School Code”. The application will require information such as your previous addresses, individuals who have lived in your home since 1975 and your own personal information. You will need to have access to credit card information for the $13.00 fee. The application may take up to 10 business days to be available depending on the number of applications being processed. You will receive a confirmation email once your clearance is ready and available to print. Act 24 Arrest-Conviction Report and Certification Form (PDE 6004)

Act 24 of 2011 contains a number of significant changes to the Pennsylvania Public School Code that are designed to enhance the safety of school children. Among the changes, Act 24 amends Section 111 of the School Code to expand the list of prohibitive criminal offenses and ensure that then-current school employees who may not have been subject to a previous background check were required to provide assurances that they had not been previously arrested or convicted of a Section 111(e) offense.

Additionally, Act 24 requires that all school employees complete and return to their school administrator a PDE Form 6004 (PDF) within 72 hours of any arrest or conviction of an offense listed in Section 111(e). If an employee refuses to submit the form, Act 24 requires that the School Administrator submit the employee to a new background check under Section 111.
